SC FIRST (South Carolina Foster Initiative for Research, Solutions, and Transition) is a research and evaluation initiative that focuses on improving outcomes for current and former foster youth. We study what works in foster care and education, then translate those findings into evidence-based solutions.
We partner with schools, colleges, state agencies, community organizations, and policymakers who are committed to supporting youth in foster care. Our work includes research studies, program evaluation, consultation, and advocacy.

A tuition waiver is a policy that allows eligible former foster youth to attend public colleges or universities without paying standard tuition costs. It is designed to remove one of the biggest financial barriers to earning a degree.
SC FIRST’s materials show that the average lifetime cost per former foster youth with no college degree is extremely high, while a college degree can reduce these costs by 60–80%. Investing in tuition waivers is more cost-effective than paying long-term public assistance and justice system costs, and it creates better futures for young adults.
A waiver opens the door to typical college experiences — enrolling full-time, living on campus, having a meal plan, and focusing on studies instead of constant financial stress. These supports improve stability, belonging, and graduation chances for youth aging out of foster care.
